History
The firm HAQ Consult (consulting engineer) is the successor of two firms viz: M/s Noon Qayum & Co; Consulting Engineers & Architects (established 1959) & M/s Technical Associates (TA) POB 1200, Lahore which was established in 1977 as Industrial / E&M Engineers. In 1978-80 TA designed & installed power & lighting cables at Pakarab Fertilizers Ltd, Multan's NP, CN/ CAN, Nitric Acid, Bagging/ Conveyor Units including the primary 3.3 kV network (part of an EPC by Borsig/ Uhde.) Also designed & installed the HVAC systems for Airwell, France covering the MCC & Control Rooms of all production plants at PFL, Multan. TA in this period also worked as Noon Qayum’s associate for Guddu TPS Steam Genset 210MW (unit # 3) supplied by V/o Technoprom Export, Moscow, USSR (commissioned 1980).
RE/HVAC/Mechanical
In 1981-82 designed & installed the first 3x solar PV systems for Federal Ministry of Petroleum & Natural Resources (P&NR) at villages Kankoi (KP) also Mera-Rehmat (KP) & Baiker (Baluchistan) under Japanese & French grants. In 1981 TA also executed mechanical works at the project P-711 Taxila (HRF Complex) including design responsibility under an EPC contract for the Pak Army’s first HVAC system using Chillers. Designed as a two pipe cooling & heating system for a capacity of 150 tons (Reciprocating Chillers & cast iron hot water Boilers). AHUs were designed for 100% fresh air cycle in the high-tech operating theatres. System commissioned early 1983. In this period TA worked as an EPC for conveyor/ mechanical works at ICI Khewra and executed E&M works at Toyo-Nasic Glass, Fongas Meyal, Fecto-Belarus, Noon Pakistan, Seed Plant RYK, Fauji Fertilizer, Machi-Goth (Sadiqabad) & Kohat Cement.
Combined Cycle Power Plants (Gas Fired)
The fusion of firms began in 1984 when TA, P.O.B 1200 Lahore, began to work as a sub-consultant to Noon Qayum & Co the local associates of Gibbs & Hill Inc, USA for the Guddu 600MW CCPP and Jamshoro unit # 1 (250 MW). Later TA acted as an associate. The Guddu Ext project (415MW CCPP) was also completed in 1994.
T&D
In 1989 TA through SDC had introduced the concept of Gas Insulated Switchgear (GIS) to the WAPDA T&D management. Later had associated with Sprecher Energie, Switzerland to offer 3x GIS (contract STG 415) for the city of Lahore. This was the first HV, GIS inducted in the WAPDA system. The 132kV GIS Mochi Gate & 132kV GIS Bhati Gate used an underground 132kV cable ring feed. TA assisted by Noon Qayum & Co designed the civil, structural & architectural features including the monolith industrial floor for the HV, GIS halls. A 220kV GIS Extension of Ravi Sub-station (BIL 950kV, 2 x Line-bays, 2 x Auto-trafos) using overhead T/L feed. In the period 1996-97 the AIS 500kV Extensions at Guddu Switchyard, Faisalabad/ Gatti and Lahore/ Sheikhupura Sub-stations were executed as associate of M/s Comelex/ Cogelex, France.
Hydro Power & Water Technology including Wastewater Treatment & Recycling
Both sectors are major growth areas for Pakistan. In April 1993 M/s Escher Wyss (Sulzer Group) invited TA through SDC to act as a liaison on the Tarbela 3rd Extension HPP (4x432MW). There were serious vibration issues with the Francis turbines. The German associates of TA (M/s MHP, Hannover) were invited to propose remedial measures. Subsequently MHP expert supervised Escher Wyss staff and TA to carry out several measures for overcoming these vibration related problems (insitu grouting of turbine foundation, 24/7 air injection etc). During 2008-11, TA now HAQ Consult worked as an associate to POYRY Energy, Switzerland. Assisted in the preparation of proposals for large HPP; Tarbela 4th Extension HPP & DASU HPP. In 2012-13 HAQ Consult acted as a local associate to Gruner AG for small HPPs in SHYDO/KP province. Development of hydropower & water infrastructure is critical for Pakistan; for drinking water for irrigated agriculture, for low cost clean energy, for flood control and the environment. HAQ Consult assists WRDC a non-profit institution to develop awareness & understanding of Pakistan's hydrologic cycle and the R3 philosophy.
Railway & Telecom Infrastructure
During the period 2001-05, TA was responsible for coordinating design of the modern Railway Signalling design on double-track between Rohri and Lahore (810 km). The principals were CMC, Beijing. The project was later executed in parts by Pak Railways at high cost. During the period 2004-07 a total of 59 major BTS sites (towers upto 60 m) executed as EPC for Mobilink separately Warid by a JV of TA & Marathon Construction.
Alternate Fuels/Biomass/WTE
In 2007 TA was tasked to study CNG transport by ENERCON, Federal Ministry of Environment. Presentation was made to the Planning Commission Islamabad on the Ukraine, Indian & PRC experiences. For a carbon neutral biomass project design it associated in 2015 with AF-Consult, Switzerland. It will be a +20 MW biomass based pilot TPS located at Chak Jhumra, Faisalabad. Waste to Energy also a growth area.
Fire Safety & Fire Protection System Design
In early 2014 HAQ Consult associated with the JV of Gruner AG Switzerland and BARQAAB Consulting Services (pvt) Ltd to carry out a comprehensive study of “Fire Safety Measures for various types of buildings under jurisdiction of Lahore Development Authority”. Engr Khan of HAQ Consult acted as the Authorized Rep & Team Leader for the JV. This ground breaking report; the first fire safety study of Pak traditional buildings was submitted on 27 Nov 2014 to the client. SOPs were later developed for LDA. These general recommendations for fire safety are the first study in Pakistan. The Safety Audit will commence in June 2016. Several major shortcomings have been identified.
Coal Fired Thermal Power in the Energy Mix
HAQ Consult reorganized its TPS & RE design section and in June 2015 worked as local associate to AF-Consult Switzerland for the Feasibility Study of 150-200 MW Small Coal Plants for four Load Centers in Punjab. HAQ Consult is confident that it will take a leading position in coal TPS, solar PV power & Biomass infrastructure.
